Hmong Youth and Parents United (HYPU) is a 501(c)(3) nonprofit organization, established in 2008 to provide culturally sensitive resources and services to the Hmong and other communities in Sacramento. Our mission is to empower underserved communities by offering culturally sensitive educational, social, and economic services and resources to youth, adults, and parents. WORK DESCRIPTION
The Program Manager works under the Director of Programs. The Program Manager will be responsible for the support of all HYPU youth programs and supporting other HYPU project, grants and staff. The Program Manager oversee the fulfillment of programming and organizational goals. The ideal individual must have the ability to support multiple projects/programs to achieve the goals and objectives and meet any related key deliverables.
GENERAL ROLES AND RESPONSIBILITIES
Program Manager will assist/lead in developing strategic community and youth programs that measurably improve the education, opportunities and well-being of youth in the communities served.
Program Manager will support program design and implementation requiring assessment, research, and analysis and assists with coordination, engagement, and collaboration of community partners and internal stakeholders to align community needs and business imperatives and identify and deploy resources that support youth programming.
Manage administrative and technical work, including the development of medium- and long-term development, program improvement, or strategic plans consistent with the goals and priorities established at higher levels.
Works closely with Director of Programs on Grant opportunities and development of new programs.
The Program Manager is distinguished from program coordinators and aides in that the Program Manager is responsible for administration and management of major complex programs and projects with high visibility and substantial community and organizational impact
Monitors and evaluates HYPU’s Youth Programs and Projects
Monitors and evaluates both the Hmong Culture and Language Program, Hmong Enrichment Camps, and the Youth Mentorship Circle programs as needed by the organization and provide guidance as necessary to affiliates, trainers, presenters and the public.
Promote and peak youth interest in higher education and self-advocacy
Motivate and facilitate the exploration of youth’s career and educational interests
Guide youth and parents through the college, financial aid, and scholarship application process
Guide youth and parents through the trials of Middle & High School
Network with local school representatives and other youth service agencies to develop, implement, and sustain a successful youth program.
Supports in Development and management of program and training budgets.
Acts as site supervisor during Youth Programs, ensuring smooth delivery of the project and to provide program fidelity oversight; mentorship for youth Program Coordinators and Aides and take on on-site supervisor responsibilities and assign proper trainings and direction for staffs.
Oversee the Youth/Student roster; Guide peer to peer mentorship with Program Coordinators and Program Aides and update as needed.
Coordinate and lead Outreach for local schools and School Districts and maintain open communication with them.
Support in the planning of large events.
Responsibilities require work beyond typical program or project management work
Manage grants, budgets, and expenses, ensuring compliance and reporting
Other related duties may also be perfomed; not all duties listed are necessarily performed by each individual holding this classification
QUALIFICATIONS, SKILLS, AND ABILITIES
Bachelor’s degree or 4 years of equivalent experience
Must have minimum of 2 years of work experience in similar position or field.
Must have a valid California Driver’s License with current auto insurance and reliable transportation.
A full understanding and strong desire to support the mission of HYPU and the Hmong community.

Program Manager should have excellent planning, communication, and leadership skills.
Strong management skills with at least three years of proven leadership, financial planning, strategy, and performance management.
Thorough knowledge of community youth issues, and existing methods of interventions to address youth development and education needs of underserved and marginalized communities.
Thorough knowledge of youth development, mentorship programing, including curriculum development.
Working knowledge of the functions and services of local agencies and community organizations.
Project Management - Develops project plans; Coordinates projects; Communicates changes and progress; Completes projects on time and budget; Manages project team activities
Abliity to analyze complex information, conducting research, and preparing reports.
Adaptability - Adapts to changes in the work environment; Manages competing demands;
Changes approach or method to best fit the situation; Able to deal with frequent changes, delays, or unexpected events.
Ability to prioritize multiple assignments and meet conflicting deadlines within a dynamic environment
Ability to handle sensitive and confidential materials in a professional manner.
Will be required to attend community events/meetings on weekends and during the evening.
Demonstrated technology skills including knowledge in both Microsoft Office Platform and/or Google Drive Platform.
